Srinagar – The Supreme Court Collegium on Monday recommended the elevation of Justice Dr. Pushpendra Singh Bhati of the Rajasthan High Court as Chief Justice of the High Court of J&K and Ladakh.
The Collegium, headed by the Chief Justice of India, also recommended Justice Sanjay K. Agrawal of the Chhattisgarh High Court for appointment as Chief Justice of the Rajasthan High Court and Justice Alpesh Yeshvant Kogje of the Gujarat High Court as Chief Justice of the Madhya Pradesh High Court.
Justice Bhati was born on September 21, 1970. He holds a BA, LL.B., LL.M. in Mercantile Law and a Ph.D. on “Promotion & Seniority in Public Employment, its Changing Dimensions and Role of the Supreme Court”. He enrolled as an advocate in 1992 and was elevated as a Judge of the Rajasthan High Court on November 16, 2016.
He has primarily practised in the Rajasthan High Court at Jodhpur, with his areas of specialisation including writ jurisdiction, service matters, public interest litigation, election, revenue, mining, education, Panchayati Raj, family, criminal and other miscellaneous matters.
Justice Bhati served as Additional Advocate General of Rajasthan at the Rajasthan High Court, Jodhpur, and has represented several government departments and public institutions. He was also a panel lawyer for the Kendriya Vidyalaya Sangathan, Oil and Natural Gas Corporation, Labour Department and Ayurved Department of the Rajasthan Government. He served as Standing Counsel for the Indian Railways for 16 years and represented bodies including the Reserve Bank of India and Jai Narain Vyas University.
Before his elevation to the Bench, Justice Bhati was elected a member of the Bar Council of Rajasthan from 2009 to 2015. He served as President of the Rajasthan High Court Lawyers Association from 2011 to 2013 and as General Secretary of the Rajasthan High Court Advocates Association in 2001. He is also a trained mediator of the Rajasthan High Court and has been a member of the Supreme Court Bar Association since 1992.
Justice Bhati has a strong academic association with Jai Narain Vyas University, where he served as visiting faculty at the Faculty of Law for 19 years, from 1997 to 2016. He also served as visiting faculty at the National Law University, Jodhpur, and is a member of the Executive Committee of the Rajasthan Chapter of the Indian Law Institute.
Apart from his legal and academic career, Justice Bhati has a keen interest in adventure and sports. He is an accomplished horse rider, swimmer and shooter, besides being a solo glider pilot and parasailor. He participated in several adventurous activities with the NCC and holds A, B and C certificates.
He has also participated in national conferences and television debates on various issues concerning the administration of justice. During his student years, he served as Vice-President of the Students Union of the Law Faculty at Jai Narain Vyas University in 1990-91.
