Srinagar- As many as 64 Private Member Bills are listed for introduction in the Jammu and Kashmir Legislative Assembly on Wednesday, with particular attention on a proposal seeking renewal of leases to existing leaseholders.

According to the list of business circulated by the Assembly Secretariat, the bills are scheduled to be taken up in the House during the day’s proceedings, subject to smooth functioning.

Among them, a bill moved by National Conference MLA Tanvir Sadiq has drawn significant attention. Listed at serial number four, the bill seeks renewal of leases for existing leaseholders and is expected to be taken up for introduction if proceedings proceed without disruption.

The government’s stand on the proposal is being closely watched, particularly against the backdrop of the expiry of leases held by hoteliers and other stakeholders in tourist destinations such as Gulmarg.

The bill has been introduced to counter the impact of the Jammu and Kashmir Land Grants Rules, 2022, which were notified by the administration led by the Lieutenant Governor.

Under the 2022 rules, leases—except for certain categories such as subsisting or expired residential leases—are not to be renewed and are instead required to be put to auction afresh. This includes leases granted under earlier frameworks such as the Jammu and Kashmir Land Grants Rules, 1960 and the Notified Area (All Development Authorities in the tourism sector) Land Grant Rules, 2007.

The proposed legislation seeks to revisit these provisions and provide relief to existing leaseholders who have been affected by the new policy framework.

Meanwhile, most of the other private member bills listed for the day are expected to either face opposition from the government or be withdrawn by the members in charge, in line with past trends.

The day’s proceedings are likely to see a busy legislative agenda, with multiple proposals lined up for introduction even as political focus remains on the government’s response to the lease renewal issue.
